Reporting Noisy Animals Etc.

Plumas County Code states:

Sec. 6-1.106. Noisy animals.
(a) It is hereby declared to be a public nuisance for any person to keep, maintain, or permit to remain on any lot or parcel of land under his control any animal which, by any sound uttered by it, shall disrupt the peace and quiet of the inhabitants of any neighborhood or interfere with any person in the reasonable and comfortable enjoyment by such person of life and property.
(b) The Animal Control Director may investigate any complaint, and, if he finds such conditions exist, he may issue an order to conform requiring the owner or custodian of such animal to abate such conditions within a reasonable time.

Experiencing Barking Dogs?

To the extent possible and practical, please follow the following steps:

1. If possible, talk to the dog owner about the problem. Often they are not aware there is a problem.

2. Fill out the barking dog complaint form located on the Plumas County Animal Services website. Print it out and give to the dog owner notifying them of the problem.

3. If the barking persists, report to Plumas County Animal Services at 283-3673 and an animal services officer will give the dog owner a warning. A citizen citation can be issued from the complainant at any time. A date and time of the barking is needed for the citizen citation.

Reporting Dead Birds:
To report a dead bird, call 1-877-968-BIRD (2473) or visit the CDHS West Nile virus website at www.westnile.ca.gov. The hotline is staffed seven days a week from 8am to 5pm. Calls received after hours and on weekends are recorded, reviewed and logged.

When You Report Problems:
Please provide the following information when you report an incident:
Exact location, with street names and addresses.
Complete description of the animal- size, color, breed, and, gender.
Nature of the problem.
License plates of owners.
Description of the home and suspected person.

Animal Abuse Laws: In California, it is illegal to:


 Tether a dog to a stationary object for more than three hours.
 Leave pets unattended in vehicles in extreme weather or without food and water for extended periods of time.
 Maliciously and intentionally maim, mutilate, beat, torture, torment, wound, or kill an animal or overdrive, overload, or overwork animal.
 Deprive animal of necessary sustenance, access to water, shelter, veterinarian care, and adequate exercise.
 Poison animals belonging to another person.
 Abandon an animal.
 Fail to provide proper care for animals in pet shops.
 Cruelly transport animals in a vehicle.
